Townsville Airport Master Plan 2023
The Federal Minister for Infrastructure, Transport, Regional Development and Local Government, the Hon. Catherine King MP, granted approval for the 2023 Master Plan on 28 February 2024 following consultation with the community and other key stakeholders.
The Townsville Airport Master Plan 2023 has been prepared to support the continued growth of Townsville Airport as a crucial gateway for trade and tourism, facilitating significant economic and social growth for the North Queensland region.
The Master Plan is a strategic document that outlines the airport’s vision for the next 20 years, acting as a guide for the development of existing and proposed airport land uses and facilities associated with civilian operations.
Hard copies of the Townsville Airport Master Plan 2023 are available for public viewing and purchase from the Townsville Airport Management Centre, Cnr Halifax Street and Stinson Ave Garbutt, between 9.00am and 5.00pm Monday to Friday.
Proposed Townsville Aeromedical Precinct

Townsville Airport is seeking community feedback on a proposed new Aeromedical Precinct at Townsville Airport. The proposed precinct would provide dedicated, purpose-built facilities for aeromedical and related aviation services, enhancing current emergency medical care capacity across North Queensland.
What is proposed?
The proposal is for a new Aeromedical Precinct within the General Aviation and Aerospace Precinct at Townsville Airport. The development would include:
- Three sites for aeromedical and related aviation facilities
- Aircraft hangars and supporting buildings
- Aircraft parking aprons and new taxi lane connections
- Car parking, drainage, utilities and supporting road infrastructure
The first stage is proposed to include a new purpose-built Royal Flying Doctor Service facility.

What is a Major Development Plan?
A Major Development Plan (MDP) is the planning approval process required for certain developments at federally leased airports under the Airports Act 1996 (Cth).
Where a proposed development meets the criteria set out in the Act, an MDP must be prepared and made available for public consultation. Townsville Airport publishes all MDPs on its website and welcomes community feedback.
